From interest to independent action
"FENIX - Fundamentals of self-development. Culture and Science” is a training and methodological module of the program of national self-development “Knowledge and Energy”.
The working sense of self-development: a person chooses the question, master the way of action, creates work, checks it and retains experience. Culture reveals language, memory, values and forms of creativity. Science provides methods for research, argumentation, and verification of claims.

Culture and science: different issues, general practice
The program does not contrast creative and research thinking and does not mix their criteria.

In this module, it is an organizational formula: notice your question; determine why it is important; do the work you can. It is not stated by a universal physical law or a scientifically established stage of personality development.
The UNESCO Framework Programme 2024 and Guideline 2025 address culture and the arts in relation to learning in different educational environments. Here they are used as benchmarks, not proof of the effectiveness of the proposed course. [S01, S02]

Creative work allows for several interpretations. Claims about the author, the origin of the item, the historical date or action of the device require verification of sources and data.

The cultural part is built around actions available without a large budget: read, consider, discuss, do and carefully preserve.

Example: History of Family Subject
The participant describes the material, inscriptions, traces of repairs and the owner’s story. The card separates the observed signs, the words of the narrator, the documents found and its own interpretation. The unknown author remains unidentified; personal history is not declared the history of all families.
The discussion begins with the question “What have you noticed?” and not “How should I understand?”. The review relates to work: clarity, reasonableness, accuracy of execution. Preference for one genre does not become an assessment of the cultural value of a person.
Preservation of heritage is not copying indiscriminately: origin, context, rights and the ability to correct the description are important. [S11, S13] |
05 / SCIENTIFIC PRACTICE
From curiosity to testable question
It offers a simple learning cycle that is suitable for safe observations, open data and small calculations.

The National Academies report distinguishes between recalculating on the same data and re-investigating with new data. In FENIX there are two separate marks: "calculation checked" and "observation repeated". None automatically proves the transferability of the result to another site. [S06]
The absence of the expected effect is an acceptable result. A small study observation does not have to end with an opening. |
Studies with health effects, hazardous substances, electrical installations or personal data are not launched under this general scheme without separate professional and legal training.

Differentiate statements before arguing
The same topic may contain fact, hypothesis, interpretation, and value choices. They need different questions.

Checking the source for one lesson
Find the author and date, open the source material, specify the context and type of publication. Compare with an independent source: two retellings of the same news are not two independent confirmations. Save the link and write down briefly what the source does not prove.
AI - assistant, not a witness
In module AI is used for draft, explanation of terms and search for spaces. A person opens the named sources, checks quotes and calculations, fixes corrections. Personal and private data are not uploaded to a third-party service without a set basis and verification of conditions. [S07, S12]
Tag in the Archive: "verified source", "training practice", "hypothesis", "author's interpretation". The answer AI does not receive the status of fact only because of a confident tone. |

Suggested rhythm of the lesson: see the problem → study the material → restore the meaning with your words → apply → check.
Learning without the promise of universal impact
The Karpicke and Blunt experiment (2011) on scientific texts showed the benefit of the practice of extracting from memory in the studied conditions. For FENIX, it is suggested to try a short reproduction and check your own result; the study does not guarantee the same effect for each person and any topic. [S05]

Three Energy Values in the Program
Time and attention are personal resources; collaboration is organizational resources; electricity and heat are physical resources. They are counted separately. “Flame” FENIX is a metaphor for practice, not a measurement of a person’s condition.
The plan must be put into real life. Overload reduces the amount of work, changes the mode of participation or pause; public censure does not apply. |

Calculation: 8 Modules × 3 Hours = 24 hours; project 6 hours; checking 3 hours; transfer of experience 3 hours. Total 36 hours. Example of Weekly Distribution: 60 Minutes of Meeting, 60 minutes of practice and 60 minutes of independent work.
Five stages FENIX
The spark is a personal question. Fire is study and creation. Ashes are the analysis of errors and unverified assumptions. Ascension - clarification and confirmation of work. Flight is a voluntary transfer of experience. The stages can be repeated; they do not measure a person's "level".
The basic version is for adults. The format for children and adolescents requires a separate age methodology, organization of security and interaction with legal representatives. |

Continuity of Pilot
The full model of the previous program is three centers, 60 participants, six mentors and six projects. This module may be its teaching content, rather than another group on top of the same people. One participant and one result are not counted twice.
Minimum set of resources
Space or remote channel; library of legally available materials; paper or computer; authorized samples; place of storage of works; contact responsible. For measurements - a suitable device and a trained mentor. The estimate is made after the agreement of the site, without assuming the received funding.
The workshop can run on paper. EQUILIBRIUM and the digital Archive help store communications and versions, but developing a large platform is not a condition for starting. |

The Story of One Thing
Cultural research project: the participant describes the object of everyday life, finds out its origin and creates a small exposition.

Working arrangements
Agree on the owner's participation and handling of the subject. First describe the signs, then write down the story, then look for the documents. Don't make it into a beautiful story. Prepare the signature for the exhibition and let the owner check the information about it.
Reception
Another participant can understand where each statement came from and what elements are the author's reading. The absence of the document is recorded honestly. Publication is agreed separately from participation in the meeting.
A learning example is not an examination of authenticity, an estimate of market value, or a permission to restore an item. Family history does not become public automatically. |

The educational project connects the culture of the readership with the observation of physical conditions and the consideration of resources.
Cultural question: how to make the reader's place understandable and convenient for the selected user? Research question: how do the readings on one section of the table change at the two pre-described positions of the permitted table lamp?

Boundaries
Observations are conducted from authorized places, without visiting closed objects and publishing private addresses. For natural objects, sampling, damage, feeding of animals and other interference are excluded. The uncertain definition of the species remains preliminary.

For each point, there is a date, source or observation and access mode. The historical version is separated from the legend. The proposals are formulated as proposals, not as a decision for the owner. Another participant checks one selected point and explains the discrepancy.

Prior to the start, the initial task, criteria and method of verification are agreed. The participant knows what will be considered a sufficient result.

Three control points
Start: a small independent work without punishment for mistakes. Completion: A comparable task and verification by another participant. Later: voluntary return to the selected action, for example, after 7–14 days. Term is a design solution, not a performance standard.
Program Report
The number of start-ups and finishers, the reasons for non-completion, the share of work with the fulfilled criteria, the actual costs and treatment are indicated. The denominator of each indicator is disclosed. The self-report of benefit is kept separate from the observed skill.
Changing the “before” without a suitable comparison does not prove the causal effect of the course. No income growth, treatment, universal personality transformation or guaranteed discovery are promised. |

Model of collaboration
The two workshops choose a common question and exchange solved cards, translate terminology, compare methods, and explain context differences. It is impossible to draw a conclusion about the country or culture in one group.
Prior to the transfer of materials, the parties, subject matter, languages, rights, data regime, financing and the procedure for resolving disagreements are determined. National requirements are verified by place of business and actual operation. [S12, S13]
