Passport of the program
"FENIX - Evolutionary System" - a draft voluntary program of national self-development "Knowledge and Energy". Her subject is personal training, mentoring and joint work on the practical tasks of the family, community and territory.
A working definition: a person chooses a goal, masteres knowledge, gets access to the necessary resources, does the job, checks the result and conveys useful experience. |

What should appear in the participant
Clear next step, accessible set of materials, mentor support and completed work. The program does not promise the same rate of development, employment, income, treatment or recognized qualifications for each participant.
Pilot numbers, budget, acceptance criteria and role allocation are further suggestions. Partnerships and financing are not considered confirmed until the conclusion of the relevant agreements.
02 / ARCHITECTURE
How the Evolutionary System Works
Evolution here means a managed renewal of practice through experience and feedback. This is the name of the organizational model, not a statement about biological evolution, the special nature of man or a proven change in physical states.

Three pillars of the organizational model
The platform connects participants, tasks and knowledge. Funds and other legitimate sources of funding provide agreed expenses. Association of participants sets the rules of interaction and feedback. None of these elements cancels the independence of a person.
What remains unchanged
Volunteering, respect for dignity, security, freedom of belief, verification of allegations and transparency of conditions. Methods, forms of classes and the composition of projects can be changed according to the results of the pilot. The failed experiment is stored in memory as an experience, not hidden.
The educational route is not a rating of the “value” of a person. Participation is not dependent on political views, membership in organizations or donations. |

Five Stages of Renewal
The image FENIX is used as the program language. The names of the stages retain the symbolism, but each action has the usual practical content. They do not describe a mystical diagnosis or a mandatory sequence of experiences for all.

Rule of transition
At each stage, the participant and the mentor check three questions: whether the task is clear, whether the resources are sufficient, and whether the continuation is safe. When overloading, the route is reduced or suspended. Repeating the stage is not considered a failure of a person.
Example of one cycle
The participant chooses the task: to learn to take into account the energy consumption of the public workshop. First, it studies the units and readings of the counter, then it collects a journal. When parsing, it notices gaps and different modes of operation. Corrects the methodology, compiles a comparable report and passes the template to the next group. The proof of the result is a journal and a reproducible calculation, and not the name of the passed stage.
“PEPEPEL” is a revision of the approach, not self-deprecation. “IMPRESSION” is the learning of a skill, not the assertion of superiority over others. |
04 / PERSON IN THE CENTER
13 contours of personal development
The design structure of 13 contours is preserved. This is a menu for self-choice, not a scientifically established hierarchy of people. For the first cycle, it is enough to choose one main contour and one supporting one.

05 / TRAINING CONTOUR
Knowledge: From Source to Skill
In the program, knowledge is organized not only as a collection of materials, but also as a sequence of "question - source - understanding - action - verification". The international benchmark of lifelong learning covers different ages, life situations and formal, informal and everyday forms of learning. [S01]

Library of Knowledge
Four shelves are offered: basic literacy; skills by directions; descriptions of local projects; an archive of methods and results. For each material, the rights of use are separately noted. Open educational resources, as understood by UNESCO, allow for use and processing within an open license or public domain regime. Free reading does not in itself mean the right to copy and recycle. Verifiability
The library suggests labeling statements as verified information, a description of practice, a hypothesis or an author's interpretation. The UNESCO Open Science Recommendation provides guidance for transparency of methods and exchange of verifiable results; a specific programme procedure is developed separately. [S03]
The number of videos viewed does not replace the demonstration of skill. The answer AI does not replace the source. |
06 / RESOURCE OF ACTION
Energy: three different values
In the title "Knowledge and Energy" combines humanitarian and engineering meanings. To avoid ambiguity, the documents and indicators of the program are divided.

Engineering part
Power and energy are not identical: watt characterizes power, joule - energy; in practice, electrical energy is also taken into account in kW·h. With constant power 1 KW per 1 hour corresponds 1 KW·h, or 3,6 MJ. This is a unit ratio, not a promise of device performanceS06]
For the energy project, a sequence is proposed: the boundary of the object → source accounting → Safe measure → Re-registration → analysis of the result. Approach ISO 50001 uses data, objectives, measurement and continuous improvement of energy management; addressing it does not mean certifying the programS05]
Status of technical solutions
The applicable solution is checked for purpose and tolerance. The research prototype is considered only under the approved test program. An idea without reproducible measurements remains a hypothesis and is not included in the promised power, revenue, or savings estimate.

07 / WAY OF PARTICIPANT
Personal route for 12 weeks
The route begins with the request of the person himself. The mentor helps to narrow the task down to a result that can be shown in one cycle. The proposed pilot load is up to 4 hours per week, with an individual reduction; this is a plan, not a mandatory norm.

An example of the "Understandable Energy Accounting" route
The goal is to independently prepare a journal of consumption of the agreed object. Knowledge - units, reading reading testimony, a simple table, comparability of periods. Practice - obtaining permitted data without interfering with the electrical installation. The result is a journal, calculation and a list of questions to the engineer. The instructor checks the arithmetic and the boundaries of the output.
Weekly meeting
Discuss what has been done, one difficulty, the help needed and the next step. The participant discloses personal circumstances only to the extent necessary for him. Lack of progress leads to a change of route, not to public censure.
Upon completion, you can issue an internal record of participation and work performed. It shall not be declared an official qualification document without an appropriate legal basis. [S08] |
08 / COMMUNITY
Local Center and Mentoring
The basic organizational unit is the local center of knowledge and practice. It can be a contractual site of a library, workshop, educational or public organization. The name of the center does not imply ownership of the building or the consent of a particular institution.

Model of the first center
We offer 20 participants, 2 mentors and 2 practical projects. Groups of 5–10 people are formed by task and accessibility. This size is the organizational assumption of the pilot, and not a proven pedagogical optimum.
Family and children
A separate safe format, interaction with legal representatives, rules of photo and video shooting and work with data are prepared for the participation of minors before the launch. Children are not included in hazardous engineering operations, financial charges or public evaluation of families. The specific mode is checked by activity. [S08, S09]
Accessibility and Disagreement
There is a paper route, telephone communication, large font, accompanying and adapting the pace. Requests for mentoring, funding and security have separate channels, clear deadlines for response and the possibility of reviewing the decision.

19 related balances
Balance in this program is a management record of the need, available resources, action, and change in the state of the object. This is project analytics, not automatic recognition of an accounting asset, debt, or property right.

How to avoid double counting
Each result has one identifier. For example, the energy savings of the workshop relate to D09; the training of participants - to D02; the costs - to D16. These are different indicators of one job. It is impossible to summarize kilowatt-hours, the number of trained and rubles in one amount or re-record one savings in several projects.

Object: Public workshop. Basic balance: D09. Contacts: D02, D13, D16. Need: understand the consumption and modes of equipment. Action: Harmonized log and secure organizational measures. Evidence: initial data, comparison conditions, calculation, conclusion of the responsible. All numerical results appear only after measurements.
Indicators of the state of the environment, financial accounting and the rights of participants are kept separately. The connection of records does not mean their legal identity. |

Platform. Funds. Merger
For management, a separate responsibility is offered: methodology and library, work with participants, resources, security and verification of the result. The three pillars — platform, funds, and association — are linked by contracts and clear regulations, not informal promises.

Programme bodies — proposal
The methodological group is responsible for the content. The coordination group - for the pilot and resources. The Board of Participants discusses accessibility and feedback. The audit team reviews the results and conflicts of interest. Their authority and formation procedure must be accepted by the operator before launch.
Division of roles
The author of the project does not confirm his own expenses and controversial results. A person with personal interest discloses it and does not make the appropriate decision. Decisions and grounds for refusal are available to the participant in the part related to it.

Digital environment and artificial intelligence
A minimum digital environment is sufficient for the pilot: a route register, a knowledge library, project cards, resource accounting and a solution log. A large-scale platform is not a condition of the first useful result.

Role AI
Suggested functions: explanation of terms, search for the allowed library, draft plans, assistance in arithmetic and identification of blanks in the form. Conclusions are verified by the person. Admission, security, employment, medical decisions and access to funding are not transferred to AI alone. The reference point is human control and responsibility in UNESCO recommendations. [S04]
Data protection
For each operation, the operator determines the purpose, the basis, the required composition of the information, the storage period and the access range. Consent is not used as a universal substitute for all the requirements of the law. Before publication and transfer, including to a foreign service, a separate check of the conditions is carried out. The project does not provide for covert surveillance, collection of political preferences, mandatory psychological profiles or a single social rating of participants. |

Sources and accounting
Possible sources: own funds of the operator, contractual financing, donations and grants, subject to their conditions. Specific sources are not confirmed at the time of the concept. In-kind contributions and voluntary time are recorded separately from cash receipts; they cannot be recorded as money received.
The legal regime of revenues depends on the chosen operator, its charter and type of activity. Prior to the fees, the recipient, appointment, reporting and return procedure are determined if there are grounds. The relevant law applies to NGOs, but the name “programme fund” does not in itself create a legal entity. [S10]
Participation is not accompanied by a promise of investment return. Recognition points, skills and kW·h are not declared interchangeable money. |

How to check the result
The quality of the program and the work performed is checked. Before the start, the initial state, criteria and method of confirmation are specified. For the first pilot, the following guidelines are proposed, which the operator must agree with the participants and sites.

Skill assessment
The initial and final work are comparable in complexity. The examiner uses the same criteria sheet. Additionally, self-assessment and feedback are collected, but they are not a substitute for monitoring the performance of the task. The completion rate should not discourage a person from making a choice.
Energy result
It is proposed to compare data only within the same boundaries of the object, taking into account the time of work, load and significant external conditions. Savings in kW·h and change of payment in rubles are shown separately. The basis of the methodology is the measurement and analysis of energy consumption, and not a comparison of two random accounts. A pilot without a comparable control group does not prove that all changes are caused by the program alone. The final report should describe the limitations and negative results. |

What can not be implied from the name
The word "people's" describes the intention of open participation, not the power to speak on behalf of all residents. "Academy", "center", "fund" and "evolutionary system" are not used as evidence of license, registration, accreditation or government support.
Questions about the current version of the norm, the date of its entry into force and special regimes are checked before the start of the corresponding action. All necessary tolerances are not considered to be confirmed by this concept. |

What is agreed with a foreign partner

Pilot: from preparation to solution
The pilot is limited to tasks for which sites, mentors, resources and a safe way to check are available. General hypothesis: a combination of personal route, mentoring and practical project will be organizationally feasible. Performance is not considered pre-determined.

Six demonstration projects - an example of selection
Open knowledge library; site energy passport; service availability map; repair training workshop; local nature observation; digital or paper register of joint tasks. The actual composition is selected after checking the resources and permits.
Basis for the next cycle
The transition to a new site is discussed after the closure of significant risks, explaining the actual costs and confirming the repeatability of the methodology. The report contains the reasons for not completing the routes, complaints and correction measures. The increase in the number of participants does not by itself prove quality.
The start is not a massive expansion, but a limited testable cycle. The decision on the scale is made after the results, not instead of receiving them. |
