What the constructor creates
The designer of the ideal reference is the proposed module FENIX, which helps translate a personal or joint idea into a description of the result, available actions and an understandable verification procedure. His way out is not a beautiful image in itself, but a working passport with sources, resources and responsible.

How to use the document
First, read the rules and rules of participation. Then select the object and direction, fill in 13 fields, make up criteria and pass 20 checks. Practical examples show how to separate intention from proven result. At the end, work forms and sources are placed.
The numbers, deadlines, examples of requirements and internal acceptance rules in this module are project proposals. Roles, venues, funding and application of specific methods are agreed separately.
02 / SYMBOL OF THE STONE
The ideal image is a guide, not a promise
“Ideal” in this concept means a clearly expressed desired quality in a certain context. This is not a statement about the existence of a single perfect solution for all people, territories and conditions. The working standard is selected according to the need and can be changed after verification.

Why it is important to distinguish the meanings
In metrology, the standard is associated with the implementation of the definition of magnitude, value and uncertainty. Here another term is used - "project result standard". The card FENIX does not create a state standard and does not certify the measuring system. [S03, S09]
Output boundary "Complies with the version of the standard v1.0 in the described conditions" - an acceptable form of internal output. "Perfect in everything" and "suitable for any application" are not conclusions of this system. |
03 / PERSON IN THE CENTER
The standard of conditions, not the people rating
The person chooses the target and the permissible load. The program can check the availability, security, support and quality of feedback; the work performed has specific requirements. Beliefs, dignity and the right to participate are not translated into an overall score of “ideal conformity”.
Saved 13 personal contours of the previous program. This is a selection menu, not a mandatory development ladder. In one cycle, one main and one supporting circuit is enough.

Rules proposed to be fixed
The participant can refuse the task, change the goal, request an adaptation and exit. The personal route is closed by default; publication of the work and the name is agreed separately. It is not necessary to disclose medical history, family circumstances, political or religious views.
The check should explain what condition of work is not fulfilled and what help is needed. The phrase “insufficient data” is preferable to an unconfirmed conclusion about a person. Disagreement with the examiner is considered by the other responsible.

04 / ARCHITECTURE
Three layers of one object
For each object, three related but separate layers are retained. The user always sees what was the intention, what was agreed to perform and what really happened.

Design objects
The personal route describes the chosen skill. The training module describes the content, support and validation of the development. A practical project connects the result with the resources. The process sets a repeatable sequence of work. The site describes the conditions of use. The territorial task combines several projects without substituting their heterogeneous results with one number.
Connection with "Knowledge and Energy"
Knowledge answers the questions “what to do, why and how to check”. Resources answer the question “how to ensure action”. Separately recorded time and attention of a person, joint organizational work, electricity and heat. These values are not converted into each other by an arbitrary coefficient.

Symbolic cycle of the program
Spark is the choice of task and image. Fire is learning, training and practice. Ashes - data analysis and rejection of a non-working. Ascension - repetition taking into account the comments and confirmation of the result. Flight is the voluntary transfer of proven experience. It is the language of the organizational model, not an assessment of the internal state of a person.
Transition condition
At the control point, the clarity of the task, the availability of resources and the security of the continuation are checked. Return to the previous step is allowed. When the boundaries, method or criterion are changed, a new version is created, and the original protocol remains available to the verifier.
06 / SINGLE PASSPORT
13 fields: meaning and requirements
Passports are consistent 13 sections from the previous program FENIX. In this module, the section M07 is revealed through three layers - image, working standard and fact. Detailed indicators are made by applications, so as not to overload the main card.
M01 / Identification
Name, code, version, date and status of the reference. How to distinguish this edition from the previous one?
Example: FEN-ET-D02-001 / v0.1 / project.
M02 / Need
Whose task is solved, what benefits are expected and how the request is confirmed. Is the result needed by the participant or just the organizer?
Example: Participants want to keep an energy log on their own.
M03 / Participants
Operator, task owner, executors, mentor and examiner. Who has the right to agree on the goal and who takes the job?
Example: Curator of the site; mentor; examiner, not the author of the calculation.
M04 / Borders
Object, territory, group, period, conditions of use and exclusion. Where the standard is applicable, and where the conclusion can not be transferred?
Example: One workshop; only reading permitted data; 12 weeks.
M05 / Directions
One Primary D01–D19, related directions and selected personal contours P01–P13. What links really change the project?
Example: D02; links to D09, D15, D18; personal areas P03, P05.
M06 / Knowledge
The necessary skills, sources, methodology, mentoring and rights to materials. Can I repeat and understand this instruction?

For a short project, a short answer in each field and a link to the application are enough. The empty field is marked as "not defined" and inapplicability is explained.

M08 / Plan
Steps, deadlines, control points, dependencies and transition conditions. What is the next step with the available resources?
Example: Agree data → learn → collect log → check.
M09 / Resources
People's time, playground, materials, equipment and physical energy are separate. Is the availability of the resource for the desired period confirmed?
Example: A mentor, workplace, computer or paper form.
M10 / Finance
Plan and fact of expenditure, source, spending authority and documents. What amounts are confirmed and what are estimated?
Example: The limit is agreed in the pilot’s estimate; the money received is not expected.
M11 / Law and Security
Grounds of work, availability, risks, tolerances and stopping criteria. What is prohibited to continue regardless of the expected benefit?
Example: There is no interference with the electrical installation; in case of danger, work is stopped.
M12 / Data and evidence
Sources, Units, Methods, Quality, Access, Storage, and Output Limitations. Is there enough data for the stated result?
Example: Primary log, calculation version, verification act, pass list.
M13 / Acceptance and continuation
Who checked what is accepted, what is not proven, the revision period and the next cycle. What are the reasons for applying or updating the standard?
Example: Status for each criterion; comments; responsible and new date.
Rule of completeness A completed passport does not mean a work permit. Critical conditions must be confirmed, not just listed. In the absence of a legal basis, admission or a safe method, performance does not begin. |
08 / REQUIREMENTS
How to describe the test criteria
Criterion format: object + observed action or property + Unit or descriptive heading + threshold + Terms and Conditions + Term + Method + rule of decision. Not every useful quality needs to be expressed in numbers, but every conclusion requires an explicable basis.

Three groups of requirements
Mandatory conditions - right, security, data and other prohibitions on continuation. Acceptance requirements are qualities without which the declared result is not fulfilled. Directions of improvement are desirable qualities of the next cycle. The group of each criterion is fixed before the result is obtained.
Four verification statuses
Achieved; not achieved; insufficient data; not applicable to justification. For a mandatory condition, "data is not enough" is not equally "allowed". The average of several successful criteria does not cover the failure of a critical requirement.

09 / EVIDENCE
Check compliance and check benefits
The engineering methodology distinguishes between verification - confirmation of compliance with specified requirements - and validation - confirmation of suitability for the expected application. The constructor uses both questions: "Made according to the conditions?" and "Does this solve the agreed user problem?". [S02]

Measurement quality and withdrawal limits
Metrological traceability links the measurement result to the support through a documented calibration chain, taking into account uncertainty. This is not the same as a digital file history. The procedure required is determined by the type of measurement and the applicable regulations. [S10, S09]
Each check records the omissions, changed conditions and possible sources of error. When the uncertainty range crosses the threshold, a positive opinion is not automatically issued: a pre-agreed rule is applied or additional data is collected.

Reference: Checkable map of the premises. Specifies the destination of the sensor, location, time and conditions; the limits of the method are communicated to the user.
Confirmation: Testimonial log; device information; profile check if necessary. Boundary: Household surveillance is not equal to the laboratory conclusion.
D07 / Biocenoses
Reference: Reproducible map of observations. The type, place, date and method are recorded; the environmental action is consistent with the regime of the territory.

Reference: Transparent resource and monetary plan. The plan is separate from fact, obligation from revenue, and in-kind contribution from money.
Confirmation: Estimate; contracts; primary documents; reconciliation. Border: Do not summarize rubles, hours, energy and human qualities.

Standard: Affordable voluntary service. The conditions for participation, support, treatment and withdrawal are clear; feedback does not entail sanctions.

The standard specifies what change is considered necessary and acceptable. Balance describes the need, presence, deficit, action, and confirmed change in certain units. Multiple balances may be required for a single project, but the result is not multiplied by the number of links.

At the intersection of directions, a description of the connection is stored, not an arbitrary universal score. Example: reducing energy consumption D09 requires air impact testing D06, availability D01 and safety D18. Savings in case of deterioration of critical conditions are not accepted as a fulfilled standard.
Working interpretation of KRISTALL741
For this module, a display is offered: 3 Layer "image - reference - fact" × 19 Directions × 13 Fields = 741 structural position. This is an information model for reconciliation, not a proven law of nature. Structure does not require filling everything 741 positions for each small project.

16 / EXAMPLE: KNOWLEDGE
The Open Learning Module
A training example. The site wants to prepare a selection of 20 cards for self-filling the energy log. All the numbers below are fictional to demonstrate the methodology.

Decision on examples of criteria
The eligibility criterion for the entire claimed kit has not been met. The criterion of self-repetition by two test users is also not fulfilled. "18 out of 20 is ready" describes the amount of readiness, but does not turn the whole kit into accepted. It is allowed to separately accept 18 cards as a clearly reduced volume after agreeing on a new version.
Next Action
Replace two illustrations or get permission. Refine the calculation instructions. Repeat the user check. In the Archive, save both the original version and the list of corrections; do not erase the fact of a failed attempt.

A comparison that does not hide the conditions

What can I say
The total cost is less than the 500 KW·But the hours of work have also decreased. After a simple normalization of time, the decrease is 5%. Target threshold 18 KW·h/h not achieved: actual value equals 19. Neither attendance nor weather nor load composition in this example is measured.
What not to say
It is not possible to declare all 20,8% confirmed savings from the event. It is impossible to withdraw financial savings without a tariff and calculation conditions. Normalization is not sufficient only by the hour when other factors are significant; in this case, the causal effect remains unconfirmed.
The ISO 50001 is used as a benchmark for setting energy goals, working with data, and verifying improvements. Calculation here is your own educational illustration, not a certification procedure. [S04]

Six Logical Registers

Recording Life Cycle
Project → is agreed for pilot → tested under specified conditions → applied with restrictions → revised → archive. The status "verified" refers to a specific version, object, and period. With the new application, portability is checked, and the conclusion is not copied automatically.
Version change
Changing a goal, criterion, method, or boundary requires a new alignment. The correction of a typo is reflected in the journal without replacing the old result. The application contains the reason, the affected records, the author, the decision and the date of the re-examination.

Internal document does not replace external status
The name "reference", "center" or "evolutionary system" does not confirm registration, license, accreditation, government support or certification. The project acceptance certificate fixes the internal solution within its boundaries; mandatory external procedures are checked separately.
For a real launch, it is necessary to check the applicable version of the rules, the date of entry into force of the changes, regional and industry requirements. Available texts of laws in the reference system are used in the preparation; no full legal audit was conducted.

Proposed module performance criteria
For all 6 selected projects, there is a passport, criteria and a named responsible. For each significant conclusion, proof is available or its drawback is directly indicated. All blocking comments have been cleared; the number of incidents is not hidden. At least one result is repeated by another performer under the stated conditions; this is a hypothesis for the pilot, not the promised outcome.
Reason for continuation
The reproducibility of the methodology, the actual load, the reasons for the exit of participants, the quality of feedback and the closure of risks are taken into account. The large number of completed forms does not in itself indicate an improvement. The solution can be "continue", "simplify", "repeat" or "complete".
